More than 220 unique wreaths will be on display when the Carroll County Arts Council’s puts on its 13th Annual Festival of Wreaths silent auction December 1 through 5 at the Arts Center in downtown Westminster. Hours are 10 a.m. to 8 p.m. Wednesday through Saturday and Noon to 4 p.m. on Sunday.
