The underlying problem is that the law, the Title I of which runs to 374 pages (there are 10 titles), was designed to satisfy everyone, and as most of us know, such attempts end up satisfying no one.
To begin with, the bill, which the President signed into law on March 23. 2010, is still being “refined,” i.e., written. What was passed is only the basis for further definition.
